A routine coastal training drill on the Caspian Sea turned deadly this week, killing 14 Kazakh servicemen and prompting the government to declare a national day of mourning — followed almost immediately by the arrest of five military commanders accused of gross negligence.

According to Kazakhstan's Ministry of Defence, 17 servicemen were swept into the open sea on Thursday during "Khazar Qorgany 2026," a large-scale exercise involving more than 500 personnel, warships and coastal units in the Mangystau region of western Kazakhstan. Officials said a "sudden, sharp deterioration in weather" and intensifying winds caught the group off guard as they were disembarking from a patrol boat. Only three were pulled from the water alive; one remains hospitalized. Search crews recovered the remaining bodies by Friday morning, according to independent outlet Meduza.

Of the 14 who died, 12 were conscript sailors — several born in 2006 and 2007, making them barely out of their teens — alongside a senior lieutenant and a sergeant, Meduza reported. Among the dead was 20-year-old Serzhan Ayapbergen, a competitive sambo and judo athlete who had won a national silver medal, according to The Times of Central Asia.

Commanders Taken Into Custody

President Kassym-Jomart Tokayev declared September 25 a nationwide day of mourning. But the political fallout moved fast: within a day, prosecutors opened a criminal case for negligence and violation of navigation rules, and detained five Defence Ministry officials, including the navy's first deputy commander-in-chief and its chief of staff, two unit commanders, and the commander of the boat involved, Daily Maverick reported. All five are being held as suspects in a detention facility in the port city of Aktau.

Investigators are now examining whether commanders ignored the deteriorating weather and the "technical state" of the boat before sending troops into the water, according to Daily Maverick. It is the deadliest known accident for Kazakhstan's small, roughly 3,000-strong navy in years, and comes after Tokayev publicly warned earlier this year that conscript deaths reflect poor discipline and oversight inside the Defence Ministry — a rebuke now facing its sharpest test yet. Al Jazeera noted the toll climbed in stages, from an initial nine reported by the Defence Ministry to a final count of 14 once regional authorities updated the figures.

Kazakhstan's government has pledged support for the victims' families as the investigation into the commanders continues.
